Herb Carpenter,
Executive Director

Herb has been with FHO as the Executive Director since 2020.  He has over 30 years of experience in the health insurance industry.  Over this time he has focused on managed care contracting, group underwriting, premium rating and operations. 

 As Executive Director Herb oversees all aspects of the organization and is extremely proud of the dedicated team that works every day to serve and fulfill the FHO mission. 

Herb lives in Concord, enjoys spending time with his family, and is active in the community.

Kerry Sweeney,
Business Operations Manager

Kerry joined our team in November 2017.  She began her career with us as the Business Operations Assistant and was promoted to Business Operations Manager in September 2022. 

Kerry spends a lot of time working directly with our tenants on maintenance issues, HUD paperwork and general landlord/tenant relations. 

In her free time, Kerry enjoys spending time with her nephew, lounging by the pool and going for walks in the woods with her dog.

Paula Harvey,
Business Operations Director

Paula joined FHO at the end of October 2021 as the Director of Business Operations. She brings a background in Accounting, Finance and HUD Projects in support of those with Mental Health challenges.

Her career has been in a variety of projects including Special Olympics, MHCGM and other commercial ventures.

In her free time, she enjoys spending time with family and golfing.

Ben Dion,
Director of Development & Community Engagement

Ben joined FHO at the end of September in 2024 as the Director of Development and Community Engagement. With a background in education, events, and outreach, Ben brings knowledge in the areas of marketing and communication.

Before joining FHO, Ben was the Outreach and Events Manager at the NH Small Business Development Center, where he supported their education programs and marketing efforts with social media, and website content design.

In his free time, Ben enjoys spending time with his family, patronizing local coffee shops and is known to be a collector of sorts.

Ed Austin,
Program Services Director

Ed joined FHO in 2013 as the Community Integration Manager and transitioned to the role of Program Services Director in 2016. He was introduced to Fellowship Housing in 1995 as a student at NHTI through their internship program.

Ed has extensive experience in the mental health field working for both Riverbend Community Mental Health and FHO.

In his free time, he enjoys spending time with family and their cats. Ed also enjoys riding motorcycles and fishing.

Ethan Harmon,
Community Residence Manager

Ethan joined FHO in the Spring of 2008 as the Community Residence Manager. He previously held an intern position at Fellowship Housing through a program at NHTI in Concord.

Before NHTI and his internship at FHO, Ethan was a medic in the U.S. Army.

In his free time, he enjoys spending time with his lovely family and playing video games.
